All MicroTouch products remember their last power-state by default. So if the product was in the "on" condition when power was removed - the product will be in the "on" condition when power is restored - and power up. Likewise, if product was in the "off" condition when power was removed - the product will be in the "off" condition when power is restored - and remain powered down.
Further there are setting in the products OSD menu to change this - for instance the device could be set to always be on or off after power failure/restore.
